Building a long-term strategic partnership

The official cooperation agreement signed between LPF Fund (Viet Nam) and Golden Gate BCE Group marks a new milestone in mobilizing international financial resources to support Viet Nam’s green transition. Under the agreement, the two parties aim to mobilize approximately EUR 210 million to implement priority projects in sustainable agriculture, logistics, deep processing, and the circular economy across Viet Nam.

The partnership creates opportunities to connect a Vietnamese green investment and development organization with a partner that has an extensive international financial network. It is also expected to facilitate the mobilization of ESG financing, Green Bonds, Sustainability Bonds, Climate Finance, and Blended Finance to support Viet Nam’s green growth, sustainable development, and Net Zero ambitions.

Under the memorandum of understanding, the two parties will establish a long-term strategic partnership focused on mobilizing and managing international green finance; aligning investment documentation with international standards; developing a pipeline of priority projects; and jointly implementing initiatives related to ESG, the Global Reporting Initiative (GRI) Standards, carbon credits, and digital transformation.

The partnership aims to mobilize approximately EUR 210 million in phases through a range of international financing channels, including investment funds, development banks, Green Bonds, Sustainability Bonds, Climate Finance, Blended Finance, ESG funds, and strategic investors. The allocation of capital will be based on project eligibility, financial viability, ESG impact, repayment capacity, and implementation progress.

As part of the collaboration, LPF Fund will serve as the lead coordinating entity in Viet Nam. It will be responsible for developing the project pipeline, completing legal documentation, aligning projects with ESG requirements, managing investment programs, coordinating with relevant government authorities, and overseeing the effective use of funds. The fund will also provide regular reporting to investors and funding partners.

Affirming a Commitment to Green Finance

Assuming this role further reinforces LPF Fund’s commitment to building an ecosystem for connecting and managing international green capital flows in Viet Nam. By standardizing investment documentation, adopting internationally recognized governance standards, and working with independent advisory, audit, and certification organizations, the fund aims to strengthen long-term access to financing for sustainable development projects.

For its part, Golden Gate BCE Group will leverage its international financial network to connect with global financial institutions, arrange funding, advise on the issuance of green bonds and blended finance instruments, promote investment opportunities, engage strategic investors, and support the development of tailored financing structures for individual projects.

Through its global network of partners, Golden Gate BCE Group is expected to help bring Viet Nam’s priority projects to the attention of investment funds, development banks, and international financial institutions, complementing LPF Fund’s strengths in project development and management.

Attracting International Green Capital

The memorandum of cooperation also identifies a portfolio of 10 priority projects, including a logistics initiative for Viet Nam’s cocoa industry, the Dak Lak Cocoa and Chocolate Logistics Complex, as well as projects focused on developing raw material production areas, breeding centers, research facilities, value-added processing, circular low-emission production models, forest conservation, carbon credit development, and ecotourism linked to sustainable agriculture.

The projects are designed around integrated value chains, with the goal of increasing the value added of Vietnamese agricultural products, strengthening logistics capacity, promoting value-added processing, and meeting environmental protection, emissions reduction, and circular economy objectives.

A key feature of the memorandum is the parties’ agreement to adopt a transparent financing and governance framework, ensuring that funds are used for their intended purposes in compliance with Vietnamese regulations and international standards. All projects implemented under the partnership will adhere to ESG principles and the GRI Standards, while also undergoing independent audits and regular reporting to investors and funding partners.

According to the two parties, establishing a transparent governance framework will enhance the efficiency of capital utilization while strengthening the confidence of international financial institutions. This comes at a time when corporate governance and sustainability standards are becoming increasingly important criteria in global investment decisions.

The memorandum of understanding provides the foundation for the two sides to move forward with project-specific investment agreements, financing contracts, and other legal instruments required for the implementation of individual projects.

The signing of the cooperation agreement between LPF Fund and Golden Gate BCE Group is expected to provide fresh momentum for attracting international green finance to support Viet Nam’s green transition. By mobilizing long-term sustainable investment, the partnership is expected to advance high-value agriculture, modern logistics, the circular economy, and strengthen Viet Nam’s position within the global green finance ecosystem.
